Monitoring and Evaluation (M&E) has become a familiar phrase and is a requirement for most publicly funded programmes. However, changing M&E from a necessary chore, that is grudgingly accepted by those being evaluated, to a valuable learning process, is a real art. PHDC likes to ask the ‘So what?’ question – in other words, we do not just ask lots of questions but we focus on what will provide useful answers.
